Need help picking up the stitches

All,  I need more help with the distribution of the picked up stitches I tried this last night and could not wrap my brain around what side to continue on after picking up the first set of stitches.  I got confused with transferring of 9 stitches and what should be on needle # 1 vs. # 2.  I couldn’t figure out which direction to continue in to pick up the stitches for other side either.  The pattern also states that 40 sts will end up on each needle?    After much frustration, I ripped back to the point where I have just turned my heel an have 18 sts waiting to pick up the 16 on one of the sides.

Someone please help!

Appended: Thank you so much for helping me out!

Thank you so much for your help Patty!  I figured it out and your advice worked like a charm!  Follow the pattern blindly and it will all work out!  Perhaps if this would have been presented line by line rather than a paragraph it might have helped.  I am not sure….

I think I was having a mind lapse as I have been using dpns for the last 4 pairs of socks.  Plus the other 2 circ patterns that I’ve used distribute stitches differently.  This is more like the pattern on socks soar on 2 circular needles.

Hey John, Can you help me with a finishing question?
